A message dated April 23, 1998, was read stating the Senate has                
passed CSHB 17(RES) with the following amendment and it is                     
transmitted for consideration:                                                 
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 17(RES)                                   
"An Act establishing the Department of Natural Resources as the               
platting authority in certain areas of the state; relating to
